WHY URHOBO NATION SHOULD SUPPORT OKOWA
SECOND TENURE PROJECT.


The Urhobo People Integrity Organization (UPIO), the foremost think tank group that unabashedly identifies issues, brainstorms, analyses, defend and advances the interest of Urhobo Nation, after careful and in-depth deliberation of the upcoming general elections in 2019, especially as it affects the governorship of Delta State in 2019, has resolved to appeal to all sons and daughters of Urhobo Nation to support the second tenure of Senator Dr. Arthur Ifeanyi Okowa in 2019, on the grounds of peaceful or crisis free elections, equity and justice, unity and love amongst our people and support for credible administration and even development of the State.
Of great note to the organization is the fact that the Senator Dr. Arthur Ifeanyi Okowa administration in spite of the harsh economy which he inherited needs to be applauded for the numerous appointment he gave out to Deltans. This is quite fundamental because you have to cater for the wellbeing of the people before other infrastructures.
Urhobo Nation has been well catered for in the human composition of the government.

To mention but a few; the Secretary to the State Government; Commissioner for
Justice and Attorney General; the Commissioner for Finance; the Commissioners for Works, Environment, Local Government,
Commerce and Industry, Science and Technology etc, Special Advisers, Executive Assistants, Senior Special Assistants, Special Assistants, Chairman, Delta State Independent Electoral Commission, Statutory Board chairmen and members.


In adherence to fairness, equity, and the zoning arrangement, HE Senator Dr. Arthur Ifeanyi Okowa ensured that the position of the Speaker of the Delta State House of Assembly, and the State Chairman of the Peoples Democratic Party (PDP), which is the ruling party in the State, is given to Delta Central.
With all due respect, Urhobo Nation cannot claim to have been short changed in terms of appointment in the Dr. Arthur Ifeanyi Okowa administration.
Management of the Finances of the State: The Senator Dr. Arthur Ifeanyi Okowa administration needs to be commended for the rare display of administrative expertise in the management of the State finances. Within a span of three years, in spite of the numerous appointments, development strides and for the almost 2 years of dwindling inflow of revenue, the administration has been able to drastically reduce the inherited debts of the State.
SUSTAINABLE ROADS DEVELOPMENT: Urhobo Nation benefited much from the sustainable roads development under the administration Smart Agenda. Some of these roads have been completed and commissioned within a short time, some are ongoing and at least one, the Ovwor-Olomu- Effurun-Otor Bridge can be considered a noble and historical project. Some of the roads in Urhobo Nation are; the construction of Abraka township roads (Winners road and Jehova /Unuonu Crescent). Rehabilitation of old Abraka road; dualization of Access road to Jesse, dualisation of Sapele road from Amukpe roundabout to Amukpe Junction by Sapele Road, rehabilitation and overlay of Ogaga road and constructing of spur to Rev Atufe Oyibo close, Amukpe, rehabilitation of Adeola road – New Ogorode road junction Sapele, the construction of Edegbrode Ehime road in Sapele, construction of Okuvo-kpokpogri-Opuraja-Iriama junction road in Okpe LGA.
Construction of Aragba-Okobia-Okwelotor-Okuagbude- Warri-Sapele junction, the rehabilitation/asphalt overlay of Ekakpamre-Ekrokpe-Usiefurun road in Ughelli South, the rehabilitation-resealing of Okpare-Umolo- Ovwodokpokpor-Kiagbodo road, the construction of Ughelli -Afiesere-Ofuoma road in Ughelli North LGA, the resurfacing of Ughelli Agbarha road in Ughelli North LGA, completion of the construction of Ugbomro road between DSC Expressway and Federal University of Petroleum Resources Junction in Uvwie LGA. Completion of the reconstruction of Ovwian Main road, off Udu road in Udu LGA;
The Senator Dr. Arthur ifeanyi Okowa also has demonstrated high degree of respect for our traditional rulers and institutions. The government recently assisted the Urhobo Progress Union (UPU) financially to renovate and upgrades the UPU headquarter building at Uvwiamughe. The building currently is under reconstruction; he also has high regards for religious leaders.
The Job Creation /Skill Acquisition: 1520 youths in Delta Central have benefited from the various schemes of the Job Creation Office.
The Micro Credit Scheme of the administration has upgraded the businesses of 1182 women and youths with soft loans in Delta Central.
121 Cooperative Societies in Delta Central have benefited from the Micro Credit Office.

NEED TO ADHERE TO THE ZONING SYSTEM
Zoning in modern times has become expedient in minimizing crisis of power tussle and ensuring that the various political divide have opportunity of access to power and sense of belonging. In order words, zoning carries along with it the overarching notions of equity, Justice and fairness.
Delta Central Senatorial District (Urhobo Nation) through our revered son HE Chief James Onanefe Ibori governed Delta State for two terms (1999-2007). As a man of integrity and fairness, he ensured that the Delta South Senatorial District produced the next Governor in the Person of HE Dr. Emmanuel E. Uduaghan who was there for two terms, 2007 to 2015. Power shifted to Delta North, and HE Dr. Arthur Ifeanyi Okowa emerged the Governor of the State in 2015. It is only appropriate for Delta North to serve her two terms in office. It must be noted that attempts to subvert the zoning formula by some desperate aspirants in Delta Central in 2007, 2011, and 2015 made the elections to be crisis ridden more in Delta Central. Delta Central (Urhobo Nation) have always suffered from electoral violence in terms of loss of lives, house burning and body injuries, i.e. in 2007 Dr. Okpako Kings lost 3 of his visitors in his house on election day. Ughelli North, Ethiope East especially Abraka where Chief
Great Ovedje Ogboru hails from and Uvwie LGAs are hotbeds of electoral violence. Urhobo Nation has always suffered from election violence occasioned by attempts to subvert the zoning arrangement.
It is also important to note, that since it is still the turn of Delta North to complete their second term, any attempt to support any other candidate from Delta North to win the election possess the tendency of subverting the zoning arrangement because, such a candidate will want to seize the constitutional provision of a second tenure to go for a second term using incumbency powers, thus creating a situation of a third tenure for the Delta North. Since Governor Okowa did not betray the trust of the Urhobos on him in terms of performance and appointment as they affect Urhobo Nation, Dr. Arthur Ifeanyi Okowa is our definite option. Any attempt by our people to subvert the zoning system will push other ethnic nationalities that see and respect us as big brother in the Delta Project to gang up against us.
The insistence of our dear Sons who are in the opposition party and who have irreversible penchant to contest every governorship election even when it is not our turn does not help much in terms of election violence and block vote in Urhobo Nation. It is not possible, considering the foregoing analysis for any of them to win the 2019 election.
Urhobo People Integrity Organisation therefore appeal to all Urhobo Sons and Daughters to give peace a chance, support Dr. Arthur Ifeanyi Okowa to win for his Second tenure for Peace, equity, Justice and progress so that come 2023 election that will usher in Urhobo man as the Governor can also be smooth, orderly and peaceful.
